Not entirely sure about the 300% baby boom, but it's not 50% anymore at least

War really is its own entity. War alone takes up half this page while the other relation types are barely touched.

Due to multiple people telling me this is no longer in effect i removed it from the page "* be in range (more than 85% and less than 117.64% of its Networth or Land)"

But i can not find any age change reference for this removal.
