A province is the collection of acres to which province is allotted.
Creation
Creating a province is easy and free.
Destruction
A province can be lost or destroyed if it's total acres drop down to 0.
Abandonment
A province can be abandoned but the lands kept intact for a new leader to take over or, in an act of ultimate betrayal, they can be completely destroyed.
