Dragons are creatures, who help to disturb target Kingdom.
Monarch only could ask for Dragon (choose which type and what the target).
When Dragon is chosen, any province could donate money for funding.
When Dragon is sent to an opposing kingdom, will wreak havoc on their lands - reducing income and lowering the draft rate of a province. The dragon will continue its work for six months or until slain by the kingdom's forces.
